LRC Policies

Rules and Regulations

All patrons are expected to maintain appropriate standards of conduct. Failure to maintain these standards may result in suspension of library privileges and in the case of students may result in disciplinary action in accordance with the policies and procedures of the college.

  • Smoking and use of smokeless tobacco are prohibited in all areas of the library.
  • Noise levels should be kept to a minimum. This includes the use of cell phones and music devices. Patrons are requested to turn cell phone ringers to the lowest volume or on vibrate and take phone calls in the lobby area to minimize distraction.
  • Food and beverages are allowed with the exception of room 631. Drinks should have a lid to help contain liquids in case of a spill. Patrons are responsible for cleaning up maintaining a clean environment. Aromatic foods that may bother other patrons are discouraged in the LRC.
  • No animals are allowed in the library other than those assisting persons with disabilities.
  • Children (14 years and younger) are welcome in the library only when under the direct supervision of a responsible adult.

Circulation Policy

Authorized Borrowers

Cerro Coso Community College Learning Resource Center (LRC) materials may be borrowed by currently registered students, faculty, and staff. Community members may borrow LRC materials by presenting valid photo identification at the LRC Help Desk. There is no fee for borrowing privileges and the LRC does not issue borrower cards. Registered students and community members are allowed to check out books. Course reserves may be checked out by registered students at the circulation desk. Reference materials may be viewed in the library and are non-circulating. Audio visual materials may be checked out by faculty and staff and all other patrons may view these materials in the library.

The LRC will not circulate materials to patrons younger than 18 years of age unless minor is a registered student.

Community Patrons

Community patrons may borrow materials and use the resources at the library. Patrons must be 18 years or older. Remote access to online resources is not available to community patrons. Community patrons may reserve study rooms but use is limited – please see meeting room policy. Community patrons are unable to request Interlibrary Loans from other libraries.

Limits

Authorized patrons have a 50 book total limit at any one time. All other patrons have a number 20 book limit. In special circumstances, these limits may be exceeded with permission of the Librarian.

Loan Period

The following loan periods are in effect of LRC materials:

Books: 3 weeks from day of checkout; 2 renewals
Course Reserves: Library Use Only or as specified
Reference materials: Non-circulating except with special permission by faculty
Laptops: 4 hour loan period for use In Library Only
Audio-visual (audiotapes, videotapes, cds): Only available to staff and faculty. Non-circulating to all other patrons except with special permission

Renewals

Materials may be renewed by phone when they are not overdue and when there are no outstanding requests from other users for the material(s). Patrons may renew items 2 times. In special circumstances, the librarian may allow additional renewals.

Fines

Fines are not charged for overdue materials. Materials not returned after notification are assumed lost and a hold for the replacement cost of the item will be place on the student’s record at the Business Office.

Lost or Damaged Materials

Patrons must pay the cost of lost or damaged materials. Items are considered lost after they are 3 weeks overdue. Patrons will receive a notice with the cost of the item. A hold at the Business Office will be placed if the amount is not paid by the end of the semester.

Holds

Patrons may contact the circulation desk by phone or email if you need to place a book on hold that is checked out. Holds can also be placed online via the Horizon Library Catalog by clicking the “Request this Item” button. You will be contacted when the book is returned and it will be held at the circulation desk for 48 hours. You may also place an item on hold if you contact the circulation desk for a particular item and would like to pick it up at within 48 hours.

Computer Use Policy

The Cerro Coso Community College Learning Resource Center computers are for academic research through the LRC web page only.

Access to computer resources imposes responsibilities and obligations on the part of users. Users, therefore, are expected to demonstrate respect for others' rights including the right to access information freely and the right to work in a secure, harassment-free environment.

The following policy statements, as well as all local, state, and federal laws relating to copyrights, security, first amendment rights, and sexual harassment statutes shall apply to students, employees, and other users of Kern Community College District's computing facilities.

All users are expected to understand and follow College/District guidelines for use of computer resources.

Access to computers will be based on the following priorities:

  • Students, faculty, and staff attending scheduled courses or short-term classes and/or training programs.
  • Students working on class assignments or research related to class assignments.
  • All others on a first come first served basis.

Inappropriate and unauthorized computer uses, subject to disciplinary action as listed below, include the following:

  • Cheating, plagiarizing, furnishing false information, or performing acts of academic dishonesty.
  • Disrupting the normal operation of the Colleges and/or District.
  • Monopolizing resources to create unnecessary traffic, broadcasting inappropriate electronic mail and messages; transmitting electronic chain letters or other requests for money; distributing media known to contain computer viruses.
  • Copying, distributing, either free or for monetary gain, copyrighted software or electronic information without paying the specified fee.
  • Unauthorized sharing and/or attempting to access computer accounts, passwords, and codes of other users.
  • Unauthorized commercial use of College or District computer resources for individual or private gain.
  • Inappropriately transmitting, receiving, or copying obscene or abusive materials.
  • Accessing or attempting to access student or employee information for any purpose not specifically job related.
  • Unauthorized use of College or District resources to play games or participate in multi-user interactive entertainment.
  • Unauthorized storing or installing of personal software on College or District computers.

Offenders will be subject to any and all of the following:

  • Suspension or Loss of computing and networking access
  • College disciplinary actions
  • Civil proceedings
  • Criminal prosecution

Copyright Policy

Copies may be made at the circulation desk for $.15 per copy. Patrons using this equipment accept responsibility for abiding by all copyright laws. The Copyright Law of the United States (Title 17 of the U.S. Code) governs the making of photocopies of copyrighted material.

Video Copyright Policy

All videos owned by Cerro Coso Community College Library may be viewed by students in the library on equipment supplied by the library. Faculty may check out videos for use in their classes.

Please note: WARNING: Federal law provides severe civil and criminal penalties for the unauthorized reproduction, distribution, or exhibition of copyrighted motion pictures and video tapes. (Title 17, United States Code, Sections 501 and 506.) The Federal Bureau of Investigation investigates allegations of criminal copyright infringement. (Title 17, United States Code, Section 506).

Library Reserve Copyright Policy

Photocopying one copy of an article from an owned journal title or a chapter from an owned volume at the request of a faculty member for the purpose of Library Reserve fits within Copyright guidelines of Fair Use.

Mulitiple Copies made for Course Reserves:

  • The amount of material should be reasonable (discretionary designation) with respect to the total amount of material assigned for one term of a course taking into account the nature of the course, its subject matter and level, 17 U.S.C. 401(1) and (3).
  • The number of copies should be reasonable (discretionary designation) in light of the number of students enrolled, the difficulty and timing of assignments, and other courses which may assign the same material, 17 U.S.C. 107(1) and (3).
  • Material should contain some form of copyright notice (17 U.S.C. 401).
  • The effect of photocopying the material should not be detrimental to the market for the work. In general, the library should own at least one copy of the work, 17 U.S.C. 107(4). (From the ALA Model Policy Concerning College and University Photocopying for Classroom, Research and Library Reserve Use, March '82.)
  • Multiple copies of a copyrighted article may be requested by a faculty member and put on reserve by the library if time does not allow for copyright permission to be granted.
  • These materials should be returned to the faculty member when they are removed from reserve.

Privacy Policy

The American Library Association Code of Ethics includes the statement "We protect each library user's right to privacy and confidentiality with respect to information sought or received, materials consulted, borrowed, acquired or transmitted." The LRC strongly supports this precept. Thus, the LRC will not disclose information such as reference questions posed, reading materials (including Web sites) consulted, or the identity of its users, except as required by law.

The passage of the USA PATRIOT Act and other laws and regulations following September 11, 2001, gives the FBI and other law enforcement agencies broader authority to obtain confidential information and records from libraries as well as other agencies. While they are still required to obtain a court order, the legal standard for obtaining the order is lower

Meeting Rooms

The IWV library has 4 private rooms for groups to use for studying. These rooms can accommodate 6-8 people at a time. Faculty and Staff should contact the LRC staff if they would like to reserve a room. Students may use the rooms on a first come first serve basis. While the rooms are designated for students, faculty, and staff of Cerro Coso, community patrons are welcome to use the rooms for a small fee. Community patrons interested in using a room should contact Crystal Leffler, administrative secretary (760-384-6230) to sign proper forms for campus facilities usage and inquire about fee schedule.
